 FACT-FINDER RECOMMENDATIONS NOW AVAILABLE
The fact-finding report in UC-CNA negotiations was issued on February 28, and is now available online by clicking here.
The fact-finder’s report, which consists of the recommendations of a third-party neutral chairperson, agreed with the University’s position on a number of issues, including:
PTO: The fact-finder disagreed with the union’s assertion that PTO would encourage nurses to come to work sick, and agreed with UC, suggesting implementation of the University’s proposal on the condition that the program be voluntary for new hires as well as established nurses (page 13).
Wages: The fact-finder recommended that CNA accept a number of components of UC’s final wage offer, including a new step structure at UC Irvine medical center and increases in on-call rates and other ancillary pay (page 11).
Educational/Professional Development Leave: The fact-finder disagreed with CNA’s proposal to allow nurses to carry over unused educational leave, and suggested new language to allow nurses to receive leave full credit for programs of at least 6 CEU’s. This is similar to a proposal made by the University last autumn (page 3).
Parking: The panel recommended that CNA accept the University’s proposed caps on parking increases (page 12).
Earlier this week, the University offered CNA a proposal for settlement based on the recommendations made in the fact-finder’s report, including retroactivity equivalency and range adjustments for wages and current contract language for benefits. The two parties are currently in negotiations regarding UC’s proposals.
