UC - CNA Bargaining Update - August 5, 2009

The University and the California Nurses Association have begun “reopener” contract negotiations, holding bargaining sessions at the UC Davis and UC San Francisco locations on August 3rd, 4th and 5th. As a result of the first days of bargaining, UC and CNA have established their initial positions on topics related to salary, benefits, staffing and contract duration. 

Below is a summary of the issues discussed:

Salary

·         Step increases offered in January, 2011, in addition to increases nurses received this summer.

·         California’s economic crisis has necessitated furloughs for UC employees and CA state nurses. It would be inappropriate for CNA nurses to have across-the-board pay increases in this climate.

·         8% across-the-board raises, effective October, 2009.

·         New 3% steps at each medical center.

·         Increases in shift, weekend, charge nurse and on-call pay differentials.

·         A $3.00 per hour premium paid to “preceptor” nurses.

Benefits

·         Redirect mandatory employee contributions from the Defined Contribution Plan to the UC Retirement Plan. This ensures no net change in employee take home pay as employer and employee contributions to the retirement plan are reinstated. 

·         Maintain UC’s contribution to health and welfare benefits costs at current levels.

·         UC should pay 100% of cost increases for health and retirement benefits.

Staffing

·         Maintain current commitment to comply with state law and support local resolution of staffing issues through the labor-management process as prescribed by current UC-CNA agreement.

·         Eliminate primary patient care duties for Charge nurses and relief nurses.

·         Create dedicated RN transport teams at each Medical Center.

·         Require the Medical Centers to immediately provide voluminous staffing documentation to CNA upon request.

·         Reduce the current timetable for NSRP/SRP staffing review process

·         Before the University makes staffing decisions, CNA must be provided an opportunity to bargain and to have the issue resolved by a neutral third-party.

Contract Duration

·         UC proposes a longer-term contract to provide nurses and patients greater work-place stability and save costs associated with yearly negotiations.

·         CNA wants to maintain current year-to-year negotiations schedule.

In addition to the above, the University discussed with the union the issue of H1N1 safety concerns.  CNA is requesting to incorporate CDC guidelines regarding H1N1 virus into contract.  UC has offered to immediately schedule meetings at each medical center to address and discuss H1N1 safety concerns, including those that have been raised at the bargaining table.
